Bradford E. Billet, OBE, CEM, is a C-suite government and business executive, strategist, and trusted advisor. He served in New York City government for 22 years across three mayoral administrations, was Associate Executive Director of New York City EMS — “Car 2”, the department's second-ranking official — and the chief architect of the 1996 FDNY–EMS merger, delivering it from the EMS side. He conceived the legal theory behind the City's 7–2 United States Supreme Court victory in Permanent Mission of India v. City of New York (2007), which recovered millions of dollars for the City. He led the City's international-affairs office as its principal liaison to the United Nations and diplomatic community. He is the author of Chaos Reveals It and Founder and Chairman of Stat Advisors LLC.

Bradford E. Billet, OBE, CEM, spent 22 years in New York City government across three mayoral administrations, leading some of the City's most complex initiatives in public safety, emergency management, and international affairs. At the time of the 1996 merger he was Associate Executive Director of New York City EMS — “Car 2”, the department's second-ranking official — and was the merger's chief architect, delivering it from the EMS side. He helped design and implement the Mayor's Office of Emergency Management. He conceived the legal theory behind the City's 7–2 United States Supreme Court victory in Permanent Mission of India v. City of New York (2007), which recovered millions of dollars for the City. For 17 years, as Deputy Commissioner and Acting Commissioner of the Mayor's Office for International Affairs, he served as New York City's principal liaison to the United Nations, the U.S. Department of State, and the 193 permanent missions and 115 consulates general in New York. He played key leadership roles in the City's coordinated response to major crises, including the aftermath of TWA Flight 800 and September 11. For his service, he was appointed an Honorary Officer of the Most Excellent Order of the British Empire (OBE) by Queen Elizabeth II. Following his government career, he served as Managing Director and Global Geopolitical Strategist at Mercury LLC. Today he is Founder and Chairman of Stat Advisors LLC, advising CEOs, boards, family offices, investors, and governments on crisis leadership and high-stakes decision-making. He is the author of Chaos Reveals It.
